    Agricultural Innovation for Climate Change Mitigation and Adaptation: A Comparison of New Zealand and California Farmers and Policies

    In response to agriculture\u27s vulnerability and contribution to climate change, many governments are developing initiatives that promote the adoption of mitigation and adaptation practices among farmers. Since most climate policies affecting agriculture rely on voluntary efforts by individual farmers, success requires a sound understanding of the factors that motivate farmers to change practices. Recent evidence suggests that past experience with the effects of climate change and the psychological distance associated with people\u27s concern for global and local impacts can influence environmental behavior. This work examines how farmer\u27s perceptions and psychological distance of climate change, environmental policy perceptions, and perceived impacts influence the adoption of adaptation and mitigation behaviors and support for climate change policies across California and New Zealand. A total of 11 interviews and 162 surveys were conducted in Yolo County, California and 37 interviews and 490 surveys were conducted in Marlborough and Hawke\u27s Bay, New Zealand. I used multiple mediation models and structural equation models to understand the relationship of a variety of factors that influence climate change behaviors and policy support. Overall, I found that farmer\u27s experiences with specific climate change events (water in California, water in Hawke\u27s Bay, and water and temperature impacts and future concerns) were the most salient in affecting their adoption of adaptation practices. Conversely, climate change beliefs were the most direct in affecting the adoption of mitigating behaviors. I developed a limiting factors theory based on this evidence to suggest that a farmer\u27s future adoption of adaptation behaviors will be strongly affected by the most limiting factor within their systems (in these cases, water or temperature). Furthermore, I demonstrated the effect of environmental policy perceptions and the drivers of climate change policy support across both regions. In California, in part because environmental policies were perceived to be psychologically close to farmers, I found that farmer\u27s past experiences with existing environmental policies had a larger influence on their climate change beliefs, risk perceptions and climate change policy support than their experiences with biophysical climate change impacts. Similarly, in New Zealand, I found that climate change policy support was heavily affected by climate change belief, and risk perceptions, but also strongly influenced by farmer\u27s perceptions of the costs of climate change policies and the perceived capacity that the farmer possessed about their ability to reduce their own emissions. Overall, this work suggests that farmer\u27s perceptions of climate change events, beliefs and risk perceptions are crucial precursors to predicting the adoption of adaptation and mitigation behaviors. However, environmental policy perceptions, cost perceptions and perceived capacity are also important for predicting support for climate change policies. Additional future work can apply these theories and approaches in other regions of agricultural production to understand if there are universal predictors for climate change behaviors

    Majority of Rural Residents Compost Food Waste: Policy and Waste Management Implications for Rural Regions

    A growing number of municipalities and states are implementing household food waste diversion efforts such as curbside compost programs, though these programs present challenges for participation and implementation. While many food waste diversion programs are occurring in densely populated regions, understanding food waste management in rural regions is less studied. This research examines the food waste perceptions and current and future food waste management behaviors of residents in Vermont, one of the most rural U.S. states, through a representative telephone survey of Vermont residents (n = 583) in 2018. The findings suggest 55% of residents support banning food waste from landfills. Furthermore, 72% of residents compost at least some of their food waste currently and more than 75% anticipate doing so in the future. Conversely, 34% of residents anticipate using the garbage or a curbside compost pickup program in the future with urban county residents, renters, and those currently using garbage most interested in curbside programs. The majority of respondents were unwilling to pay anything additional for curbside compost pickup programs. These results suggest food waste management strategies in rural regions may be different than densely populated areas, particularly for programs that may require significant investments and have limited participation given the popularity of home composting. As a result, greater investment in education and infrastructure for backyard composting may be an important component of rural food waste management

    Ecological and economic benefits of integrating sheep into viticulture production

    The integration of crop and livestock systems has been recognized for its potential to reduce the environmental impacts associated with agriculture and improve farmer livelihoods. However, to date, most research has focused on the integration of cattle into crop and pasture systems. Here we examine the integration of sheep into vineyards and assess farmers’ perceived benefits and costs of the practice. Viticulture expansion has led to significant land use change in recent years and new environmental challenges, particularly with respect to herbicide use. Sheep integration into vineyards offers the potential to utilize the synergies of both systems to reduce external inputs, promote soil health, and increase farmer profit. Our study focuses in New Zealand, the world’s 15th largest wine producer, particularly in Marlborough, which produces 75% of the country’s wine. As a result, the case study is an excellent representation of New Zealand viticulture, while also providing unique insights into a novel practice. Using a semi-structured interview and survey, we interviewed fifteen farmers representing five percent of total New Zealand wine production to examine ecological and economic benefits of sheep integration in viticulture systems. We find that seasonal integration of sheep during vine dormancy is common, while integration during the growing season is rare. Overall, farmers perceive significantly more benefits than challenges with the integration of sheep into vineyards, particularly reduced mowing (100% of farmers) and herbicide use (66% of farmers). On average, farmers reported 1.3 fewer herbicide applications annually, saving US 56 per hectare. As well, farmers indicated they were doing 2.2 fewer mows annually saving US 64 per hectare. These results suggest that wide-scale adoption of seasonal integration of sheep and viticulture can provide large ecological benefits and higher profitability vis-à-vis conventional viticulture practices; however, further integration of the two systems may provide even greater benefits not currently realized

    Integrative frontiers in environmental policy theory and research

    Environmental policy research continues to advance toward a more Kuhnian “normal” science where theory and empirical tools are brought to bear on real-world policy systems to better understand social processes and determine the context in which policies work best. Traditional environmental policy tools now involve more flexible market-based instruments, voluntary agreements, and information provision tools like ecolabels and sustainability indicators. Policy process theories continue to be refined through hypothesis testing and are evolving into more integrative and multidisciplinary frameworks. Interdisciplinary methods are also being employed to better measure and analyze environmental outcomes, which has always been a major challenge in environmental policy research. These research tools are being explored in emerging policy approaches like collaborative partnerships and with novel environmental issues like climate change adaptation, pharmaceuticals and personal care products, and nanotechnology

    Smallholder Farmers Spend Credit Primarily on Food: Gender Differences and Food Security Implications in a Changing Climate

    In many low-income nations agriculture is used as the primary source of income, which in the face of a changing climate, is known to be at considerable risk for the smallholder farmers that rely on it. Financial resources may enable smallholder farmers to implement adaptation practices and diversify income and investments, which has the potential to affect household income and food security. Here we explore relationships between access to different types of financial resources among male and female-headed households and women vs. men, use of financial resources, and its relationship to food security. We use data from the CGIAR Climate Change, Agriculture, and Food Security (CCAFS) program from four sites including Nyando (Western Kenya) and Wote (Eastern Kenya), Rakai (Uganda) and Kaffrine (Senegal), to represent major farming systems and agro-ecological zones across Africa. We find that male and female-headed households do not attempt to borrow financial resources in significantly different quantities; however, female-headed households are less likely to have access to financial resources if they wanted them. We find that men and male-headed households are more likely to access formal loans. As well, we find that male and female-headed households spend their financial resources differently with female-headed households most likely to use their credit for food, medical expenses and education and male-headed households most likely to use it on food, agriculture/ livestock inputs and education. Formals loans were more frequently associated with credit spent on agriculture/livestock inputs while informal loans were more likely to be utilized for buying food and medical care. In the context of food security we find that all households and sexes that attempted to borrow money in the past 12 months were less likely to borrow food or other goods, but that female-headed households were more than twice as likely to borrow food or other goods overall. These results add nuance to the relationship of financial resources to food security, suggesting that for many smallholders, especially women, credit is often used to obtain food and other health outcomes as compared to on-farm investment. The use of financial resources for these varying purposes likely has different short-term vs. long-term returns and tradeoffs, which could influence smallholder farmer capacity for climate change adaptation

    A multi-country assessment of factors related to smallholder food security in varying rainfall conditions

    Given that smallholder farmers are frequently food insecure and rely significantly on rain-fed agriculture, it is critical to examine climate variability and food insecurity. We utilize data from smallholder farmer surveys from 12 countries with 30 years of rainfall data to examine how rainfall variability and household resources are correlated with food security. We find that on average, households that experienced a drier than average year are 3.81 months food insecure, while households within a normal range of rainfall were 3.67 months food insecure, and wetter than average households were 2.86 months food insecure. Reduced odds of food insecurity is associated with agricultural inputs, ownership of livestock, water use efficiency, financial services, and participation in a group. However, in drier than average households, financial services as compared to agricultural inputs and agroecological practices have a greater prevalence of reduced instances of food insecurity, while agricultural inputs are more common for reduced food insecurity in wetter than average households. Only the use of fertilizer consistently results in reduced odds of food insecurity across all households regardless of rainfall, demonstrating that one-size fits all approaches to food security interventions are likely ineffective, and place-specific interventions considering climatic factors are critically important

    Farmers share their perspectives on California water management and the sustainable groundwater management act

    Agriculture is the largest human use of water in California, which gives farmers a critical role in managing water to meet the goals of the Sustainable Groundwater Management Act (SGMA). To explore farmers’ perspectives on SGMA, we held focus groups with 20 farmers in Yolo County, where the groundwater basin has been given a high/medium priority under SGMA. The farmers had varying perspectives about the factors that led to SGMA and varying responses to the regulation. They suggested that drought, competing agricultural and urban uses, and an increase in perennial crops were factors in recent water use, resulting in changes to water quality and quantity. Impacts of those changes included variable well levels, increased infrastructure costs, and ecosystem impacts, which farmers had responded to by implementing multiple management strategies. Additional research in other regions is imperative to provide farmers’ viewpoints and strategies to policymakers, irrigation districts, farmer cooperatives, and the agricultural industry and give farmers a voice at the table

    A cross-country analysis of climate shocks and smallholder food insecurity

    Future climate changes will affect smallholder farmers in the developing world, posing threats to household food security. Nevertheless, there remains limited comparable evidence across multiple countries and regions regarding the global extent of climate shocks affecting smallholder food security. We examine data from 5,299 household surveys across 15 countries in Latin America, Africa and South Asia to assess the extent of climate shocks and their association with food insecurity, as well as what strategies may help buffer against climate shocks. We find that 71% of households reported experiencing a climate shock in the previous five years. Fifty-four percent reported experiencing food insecurity during one or more months annually. A multilevel statistical model estimated factors correlated with food insecurity as well as factors correlated with food insecurity among households that had experienced a climate shock. Households that reported experiencing a climate shock were 1.73 times more likely to be food insecure. As well, larger and poorer households were associated with higher odds of food insecurity while using pesticides, keeping large livestock, and being more educated are associated with lower odds of food insecurity. Among households that had experienced a climate shock, additional factors are correlated with lower odds of food insecurity when compared to otherwise similar households: use of fertilizers, pesticides, veterinary medicines, large livestock, and household assets. Together, these results demonstrate the extent of existing climate shocks affecting smallholder farmers and how interventions may potentially support adaptation and reduce food insecurity

    Farmer perceptions of climate change: Associations with observed temperature and precipitation trends, irrigation, and climate beliefs

    How individuals perceive climate change is linked to whether individuals support climate policies and whether they alter their own climate-related behaviors, yet climate perceptions may be influenced by many factors beyond local shifts in weather. Infrastructure designed to control or regulate natural resources may serve as an important lens through which people experience climate, and thus may influence perceptions. Likewise, perceptions may be influenced by personal beliefs about climate change and whether it is human-induced. Here we examine farmer perceptions of historical climate change, how perceptions are related to observed trends in regional climate, how perceptions are related to the presence of irrigation infrastructure, and how perceptions are related to beliefs and concerns about climate change. We focus on the regions of Marlborough and Hawke\u27s Bay in New Zealand, where irrigation is utilized on the majority of cropland. Data are obtained through analysis of historical climate records from local weather stations, interviews (n = 20), and a farmer survey (n = 490). Across both regions, no significant historical trends in annual precipitation and summer temperatures since 1980 are observed, but winter warming trends are significant at around 0.2-0.3 °C per decade. A large fraction of farmers perceived increases in annual rainfall despite instrumental records indicating no significant trends, a finding that may be related to greater perceived water availability associated with irrigation growth. A greater fraction of farmers perceived rainfall increases in Marlborough, where irrigation growth has been most substantial. We find those classes of farmers more likely to have irrigation were also significantly more likely to perceive an increase in annual rainfall. Furthermore, we demonstrate that perceptions of changing climate - regardless of their accuracy - are correlated with increased belief in climate change and an increased concern for future climate impacts. Those farmers that believe climate change is occurring and is human induced are more likely to perceive temperature increases than farmers who believe climate change is not occurring and is not human induced. These results suggest that perceptions are influenced by a variety of personal and environmental factors, including infrastructure, which may in turn alter decisions about climate adaptation
